Introduction
Once the European Single Market was put in place in 1993 the EU
was on the road to "creating a single market in which goods, services,
people and capital would move as freely as within one country. To
achieve this "one country" the EU has been moving towards a common
legal framework for all its Member States. To do this the European
Parliament issues directives, the main form of EU legislation, instructing
all Member States to harmonise their local laws. It is not necessary
to know this framework in great detail, but a general understanding
of the relevant legal issues relating to e-commerce is important
for any business intending to trade over the Web.
